Applicable Versions: 5.00 and above

This can happen when the HTTP Activation IIS role has not been installed. This has to be set as a role under the "Application Server - Windows Process Activation Service Support" feature. Setting this on at this level will also enable HTTP Activation under the .Net Framework Feature.
