Can you make sure the following Windows Features, accessed through "Programs and Feature" are installed, there will be other options checked but these will need to be checked on.

                WCF Services

the following sub items should also be enabled

                                Messages Queuing (MSMQ Activation)
                                Named Pipe Activation
                                TCP Port Sharing

Under Internet "Information Services"  The following items need to be checked
